Bumps dev dependencies that require no code changes: - @types/node 25.6.0 -> 26.1.1 - @types/react 19.2.0 -> 19.2.17 - @types/react-dom 19.2.0 -> 19.2.3 - js-cookie 3.0.5 -> 3.0.8 - react, react-dom 19.2.0 -> 19.2.8 - rimraf 6.0.1 -> 6.1.3 @ver0/eslint-config held back: 1.7.x lists eslint 10 as a peer, so it lands together with the eslint upgrade. eslint 10, vitest 4, and typescript 6 majors follow in separate changes.

Bumps dev dependencies that require no code changes; lint, build, and tests pass unchanged.
@ver0/eslint-configis deliberately held back: 1.7.x moved all plugins to (optional) peer dependencies and requires eslint ^10.0.2, so it lands together with the eslint 10 upgrade in a follow-up PR. eslint 10, vitest 4, and typescript 6 majors each get a dedicated PR with their compat fixes.Supersedes #1683 (which groups the eslint-config bump with eslint 9 still in place, leaving an unmet peer).
